The Canadian Language Benchmarks (CLB) are a framework used in Canada to assess and measure the English language proficiency of adult ESL learners, immigrants, and prospective newcomers. It provides a standardized way of describing and evaluating language skills in various communication contexts.
The CLBs are widely used by language assessment service providers, language instructors, and immigration authorities across Canada.
Here is a quick overview of this framework:
- Scope:
- The CLB’s cover four language skills:
- speaking
- listening
- reading
- writing.

- Language proficiency levels:
- The CLB’s are divided into 12 proficiency levels.
- Descriptors:

- Use in immigration:
- The CLB’s are an important tool in the Canadian immigration process. Immigration, Refugees, and Citizenship Canada (IRCC) uses CLB scores to assess language proficiency for various immigration programs.

What are the Canadian Language Benchmark Levels?
As previously mentioned, the Canadian Language Benchmarks consist of 12 proficiency levels, each representing a specific range of language skills and abilities. This comprehensive ranking system offers reference points against a national standard and are organized into three main categories: basic, intermediate, and advanced.
The CLB Levels
For reference, most people do not get hired until they have at least a CLB 3/4. However, for most workplaces the goal is to have staff at a CLB 6 to ensure safety and strong communication. If staff want to move into more supervisory, management or higher, it is recommended that they have a CLB 8 or higher.

Why are the Canadian Language Benchmarks important in the workplace?
The Canadian Language Benchmarks play an important role in Canadian workplaces that have ESL staff.
They ensure that there is….
Effective communication:
- Clear communication ensures that employees can understand instructions, tasks, and expectations. This is particularly important in work environments where tasks may involve specific procedures, safety protocols, or technical details.
- In emergency situations, effective communication is critical. Employees must be able to understand and respond appropriately to instructions from supervisors, colleagues, or emergency responders.
Understanding of safety procedures and the ability to report safety concerns:
- Safety manuals, equipment instructions, and procedural documents are often provided in the workplace. Misinterpretation of safety documentation due to language barriers can lead to errors, accidents, and compromised workplace safety.
- Employees need to feel confident reporting safety concerns or hazards they observe. A strong command of the language ensures that employees can express safety-related concerns clearly and accurately.
Positive team collaboration
- Effective communication is key to fostering collaboration among team members. When employees can clearly express their ideas, share information, and provide feedback, it contributes to a more cohesive and productive team.
High level customer service
- In customer-facing roles, clear communication is essential for providing excellent service. Employees need to understand customer needs, answer inquiries, and address concerns effectively.
Continued support in multilingual and diverse work environments
- Workplaces in Canada are often diverse and include employees from various linguistic backgrounds. Understanding the CLB’s and ensuring that language is not a barrier creates a workplace that fosters an inclusive environment where everyone feels valued and can contribute their perspectives.
